Một người rơm bị bắt quả tang dùng hộ chiếu giả và số NI giả mạo bị phạt tù 12 tháng. Anh Femi Kolaranmi năm nay 32 tuổi, người gốc Camerron, nhận tội trước tòa án ở Northampton. Công tố viên nói bị cáo đã làm việc ở trung tâm Blue Arrow 18 tháng dưới t ên Richard Carol, cho đến ngày đổi chi tiết thông tin về ngân hàng. Phòng tổ chức xem hộ chiếu và số NI theo thông lệ và thấy hình trên hộ chiếu bị thay, cho nên báo cho cảnh sát. Ông Kolaranmi khai đã vào Anh cách đây bốn năm trên một chiếc tàu thủy, và sau đó mua giấy tờ giả để đi làm.

UK Illegal Immigrants May Become Citizens

A proposal from the Liberal Democrats at Brent Council aims to convert illegal immigrants into fully fledged citizens - giving them full rights and responsibilities. The council is the sixth in the UK to support the cause.

Launched in autumn 2006 with the backing of church leaders, migrant support groups and trade unions, campaigners hope to get major political backing.
The migrants would be given a two-year work permit to those that have been in the UK for four years or more – regardless of their status. They would gain indefinite leave to remain at the end of the two years, subject to passing an English language test, a clean criminal record and references from their employer(s) and community sponsor.
James Allie (Liberal Democrat), responsible for housing in Brent, said:
"The reality is most of these people will never be expelled from the UK. We therefore face a choice of ignoring them and leaving them to be exploited and neglected or giving them a chance to earn a right to stay and make a full contribution as citizens."
It is reported by the Liberal Democrats that somewhere in the region of 500,000 to 950,000 visa over-stayers and failed asylum seekers have made new lives in the UK and that it would take about 34 years and £8 billion to forcibly remove them all.

Thousands of illegal immigrants have been granted "squatters' rights" to remain in Britain permanently after proving they have lived here for 14 years, it can be disclosed.

A little-known rule, introduced by Labour in 2003, allows illegal immigrants to claim "indefinite leave to remain" if they manage to live in Britain's black economy for long enough or are failed asylum seekers who manage to avoid deportation.
After 14 years they can apply to the Home Office which considers factors such as "compassionate circumstances, strength of connection to the UK and previous criminal record", before deciding whether an illegal immigrant will be allowed to stay.

If successful, the immigrant will then be allowed full access to the welfare state and be eligible to apply for a British passport.
Since rules changed in April 2003, 7,245 illegals have won the right to live here permanently – more than 1,000 a year on average. It is likely that many paid no income tax during the 14 years they spent in Britain.
The Home Office estimated in 2005 that the illegal immigrant population in Britain was between 310,000 and 570,000 but other groups such as Migrationwatch UK, which campaigns against mass immigration, have put the figure far higher.
Migrationwatch UK now believes the true number of illegal immigrants could be as high as one million.
Damian Green, the shadow immigration minister, said: "What disturbs me most is how many more people will be able to establish this type of squatters' rights to stay in this country.
"Rewarding illegal behaviour is always bad, and there ought to be a lot more effort put into stopping people getting to this 14 year level.
"One of the reasons why we want to set up a specialist border police force is to prevent people being able to stay here for many years entirely below the radar."
Sir Andrew Green, the chairman of Migrationwatch, said: "It is wrong in principle that people who have been undercutting British workers for many years and often paying no tax should be granted full access to our welfare state.
"This is a reward for crime, provided you get away with it for long enough."
One immigration law adviser, who declined to be named, said: "I'm surprised this rule still survives, to be honest.
"It is an anomaly when compared with the rest of the Government's policy which purports to be getting tough with immigrants who have irregular status."
The rules allowing illegal immigrants to claim residence after 14 years were formalised by the Home Office in 2003 but previously existed as a loose concession.
The arrangements mirror the legal status of "squatters' rights", formally known as adverse possession, in English and Welsh law.
These rules say that anyone who has occupied land or property for 12 years can apply to be registered as owner.
A Home Office spokesman said: "Not all applications for indefinite leave to remain through the long residence rule will be granted.
"They are considered on a case-by-case basis, taking into account the strength of connection to the UK, previous criminal record and compassionate circumstances, and so on."
He added that it was expected that the number of people granted indefinite leave to remain under the rule would fall as asylum claims were dealt with more quickly.
Keith Best, an immigration expert and former chairman of the Immigration Advisory Service, said: “This is a sensible and flexible system.
"It takes account of individual circumstances, particularly when somebody may have been an overstayer in this country and has not always committed a deliberate act of trying to evade the authorities.”
The 14 years which illegal immigrants have to wait before claiming indefinite leave to remain in Britain is only four years longer than the period of time required of lawful immigrants.
Those who stay here on a visa or who are granted refugee status only have to wait 10 years before applying for the same concession, if they have been continuously resident in Britain.

Prime Minister Gordon Brown has stepped up his pre-election rhetoric on immigration by telling would-be illegal migrants: "You are not welcome."
Mr Brown said there had been a significant drop in asylum claims and net immigration thanks to Labour's "tough and hard-headed" policy.
But he warned against scaremongering and urged a "united front" among the main parties to combat xenophobia.
The Tories said Mr Brown had "failed on immigration" and had no new ideas.
Net immigration - the difference between those entering and leaving the country - has gone up from 47,500 when Labour came to power in 1997 to 163,000 in 2008, according to the Office for National Statistics.
The Conservatives say they want to get it back down to mid-1990s levels - with the aid of an annual cap on work permits issued to people from outside the EU through the points-based migration system.

They would also stop students transferring automatically from study to work, introduce a border force to combat illegal immigration and an English language test for the spouses of legal migrants.
But they would encourage more high value migrants such as entrepreneurs, doctors and scientists to come to the UK.

Labour says including an annual cap in the points-based system would be too inflexible and would damage companies needed to get Britain out of recession.
In his speech, Gordon Brown said the number of skilled workers being admitted from outside the EU was already falling as more British workers are trained up to meet skills shortages.
He said chefs and care workers were the latest types of workers to be banned from entering the UK from outside the EU, although aides stressed this would not come into full force until 2014 and would only cut numbers by about 2,500.
Mr Brown also used his speech to stress the importance of addressing voters' concerns about the impact of immigration on their communities.
And he delivered a stark message to illegal migrants: "To those migrants who think they can get away without making a contribution; without respecting our way of life; without honouring the values that make Britain what it is - I have only one message - you are not welcome."

But Mr Brown sought to differentiate between the position of parties such as the BNP and UKIP and "mainstream parties" who he said share a consensus that immigration is a positive force in British society and a necessary contributor to economic growth.

He told the audience "how we conduct this debate is as important as the debate itself".
And he called on mainstream parties to unite against "those who want to end immigration not because of the pressures it places on our communities but simply because they don't like migrants".
Giving his reaction to Mr Brown's speech, Conservative leader David Cameron said: "I'm delighted that the prime minister has converted to the cause of controlled migration, but people will wonder what he has been doing for the last few years."
Liberal Democrat home affairs spokesman Chris Huhne said there was "more consensus than meets the eye" on immigration and that "after many years of chronic mismanagement Labour have now got their act together".
But he said a border force, with police powers, was needed and he called for the reintroduction of exit and entry checks.
'Open door'
The Lib Dems favour a policy of earned citizenship for illegal immigrants - dubbed an "amnesty" by their opponents.
They also say they would channel skilled migrant workers to parts of the country where there are labour shortages, away from the overcrowded South-East of England.
The big three parties are facing a general election challenge in some parts of the country from the UK Independence Party and the British National Party - both want to withdraw from the EU and introduce far tougher immigration policies.
The BNP wants want an immediate end to all immigration to the UK, including from other EU countries, and a programme of "voluntary repatriation".
UKIP wants a five-year freeze on immigration for permanent settlement and work permits for EU citizens.
The party's leader in Brussels, Nigel Farage, told BBC Radio 4's The World at One Labour has "lost control" of immigration but the UK would continue to have an "open door" while it was a member of the EU.
If industries needed certain skilled workers they would be given "a time specific work permit" but not the right to "settle in this country, bring their family and to contribute to what is now the most overcrowded country in Europe," said Mr Farage.

BBT: Đây là câu chuyện kể lại của một Người Rơm, sau khi bị bắt và bác đơn tị nạn, phải trình diện trờ ngày trục xuất về Việt Nam, đã vượt qua mọi trở ngại trong con đường đòi quyền lợi để có được quyền cư trú cho bản thân và tiếp theo là quốc tịch cho vợ con.
Sau khi thất bại trong việc chứng minh về chổ ở với những nhân viên Cục Di Dân ở Croydon. Tôi đã được một nhân viên cùng với người phiên địch Việt Nam mời vào phòng nhỏ. Ở đó đã có sẵn 1 người đang chờ tôi, khi người nhân viên ấy bước tới thì tôi đã có 1 linh cảm không may, người ấy bắt đầu rà soát & kiểm tra đồ đạc trong túi sách mà tôi mang theo. Người ấy đã giữ lại tất cả từ dây nịt, ví tiền, điện thoại... chỉ cho tôi cầm theo những giấy tờ hồ sơ mà tôi mang theo để đi trình diện. Tiếp theo, họ đọc & đưa cho tôi xem một tờ giấy với nội dung là tôi đã vi phạm ở quá hạn tại Anh Quốc nên họ phải buộc giữ tôi lại & chuyển đến trại ở Oakington gần Cambrigde, ở đó sẽ là nơi tiếp nhận hồ sơ xin tỵ nạn của tôi.
Khi nghe đến đây tôi thật sự bắt đầu cảm thấy lo sợ, giọng nói có vẻ run lên. Nhân viên Cục Di Dân trấn an tôi: “Ở đấy không phải là nhà tù mà ở đó chỉ là nơi tạm giam giữ những người đang chờ xin tỵ nạn tại Anh Quốc, ở đấy anh có thể được cung cấp các bữa ăn trong ngày, được đi lại tự do...”. Sau cùng, bà ấy hỏi tôi có yêu cầu gì không thì tôi yêu cầu được gọi điện thoại ra ngoài báo cho bạn gái biết là bị tạm giữ (bạn gái của tôi đã đi cùng & chờ tôi từ 6h sáng ở bên ngoài văn phòng Home Office). Và tôi cũng yêu cầu cần thứ gì để ăn vì từ sáng sớm đến giờ tôi chưa có ăn gì cả. Những yêu cầu của tôi đều được đáp ứng đầy đủ. Sau đó họ mời tôi vào một căn phòng nhỏ trong đó đã có sẵn một người Afghanistan và một người Nigeria. Nhìn trên khuôn mặt của những ai trong căn phòng này đều hiện lên vẻ buồn bã. Khi đến gần cuối giờ (lúc đó là khoảng 5h chiều) thì có thêm 4 người đàn ông khác cùng đến. Tất cả chúng tôi đều đến từ những quốc gia khác nhau. Có những người mới đặt chân đến Anh Quốc chỉ vài ngày thôi.
Tôi đang quan sát qua lớp kính ngăn căn phòng mà chúng tôi đang ở bên trong, thì thấy có khoảng thêm vài nhân viên đều mặc đồng phục của Công ty G4S đến kiểm tra đồ & giấy tờ của chúng tôi. Sau đó, họ nói là xe đã sẵn sàng để đưa chúng tôi đến trại Oakington, chuyến đi mất khoảng 3 tiếng nên mọi người nên tranh thủ đi vệ sinh trước khi lên xe. Khi vào trong này thì tôi mới biết được là Công ty G4S là 1 công ty chuyên giam giữ & di chuyển những người tỵ nạn hay tội phạm ở Anh Quốc. Họ rất kỹ càng trong việc dẫn người ra 1 chiếc xe chờ sẵn ở dưới chân cầu thang, lúc nào cũng 2 người kèm 1 người cả.
Xe lăn bánh cũng là lúc trời khá tối vì ở đây đã vào mùa đông rồi, khi ngồi trên xe tôi cứ suy nghĩ không biết bạn gái tôi làm sao có thể về nhà một mình khi không có tôi đi cùng. Chắc bạn gái tôi sẽ khóc nhiều lắm. Và những cô chú, bạn bè mà tôi quen biết sẽ rất hốt hoảng khi biết được tin này. Càng nghĩ chỉ càng thêm buồn thôi nên tôi cũng tự an ủi bản thân mọi chuyện sẽ không sao. Mong rằng khi bạn gái tôi liên lạc với luật sư thì họ sẽ có cách để bảo lãnh tôi ra ngoài.
Sau khoảng 3 tiếng, thì chúng tôi cũng đã đến được chỗ cần đến. Khi chiếc xe dừng bánh thì chúng tôi được đưa vào một văn phòng khá lớn. Ở đây chúng tôi được cung cấp bánh mì và nước uống. Mọi người theo thứ tự được kiểm tra sức khỏe, hỏi về thông tin cơ bản về bản thân, lấy vân tay, chụp hình làm thẻ ID ở trong trại, rồi được một cuộc gọi điện thoại ra bên ngoài để cung cấp số phòng và số giường cho người thân, để khi nào bên ngoài muốn gọi vào thì nhân viên trong trại biết mà kêu mình nghe điện thoại. Họ lại rà soát người rồi giữ lại và cất ở một nơi an toàn những thứ không được mang vào trại, chỉ đưa lại cho tôi những thứ được phép (như tiền, sách, điện thoại không có chụp hình và internet...). Nếu ai xong những thủ tục ban đầu thì được người của nhân viên dẫn vào trong 1 trại rất lớn với hàng rào cao & đầy dây kẽm gai.
Vào khi đó, trời khá tối nên tôi chưa được nhìn kỹ quang cảnh xung quanh nhưng cũng thấy được rất nhiều tòa nhà hai tầng khắp cả một khu rộng lớn. Khi nhận được những đồ dùng cá nhân và đến được chiếc giường bề ngang 1m bề dài 1m8 thì đồng hồ cũng đã gần 12h khuya. Cả đêm đấy tôi không thể nào chộp mắt được vì trong đầu suy nghĩ rất nhiều vấn đề. Nghĩ về những giấy tờ mà tôi mang đi khai, nghĩ làm sao có thể thích nghi được cuộc sống ở nơi này? Nghĩ liệu mình có bị trục xuất về Việt Nam không?...Và cuối cùng tôi cũng phải chấp nhận là mình đang bị tạm giam giữ. (Còn tiếp)
Khu trại trục xuất di dân Oakington

Khu căn cứ của Không quân hoàng gia được chuyển thành trại giam người chờ trục xuất ở Cambridge, mạn đông bắc London, chỉ là một trong số hơn mười trung tâm giam giữ người chờ trục xuất của UK Border Agency.
Oakington là trung tâm giam di dân chờ trục xuất theo luật qui định năm 2001, nhưng theo kế hoạch hiện chưa rõ người ta sẽ còn duy trì hoạt động của địa điểm này đến bao giờ. Trung tâm này do công ty G4S vận hành theo hợp đồng với UK Border Agency và thông tin cơ bản có thể truy cập trên trang nhà của cơ quan này http://www.bia.homeoffice.gov.uk/managingborders/immigrationremovalcentres/oakingtonremovalcentre.
Thân nhân có thể đến thăm người thân bị nhốt trong trung tâm này bằng cách đi xe lửa từ London Kings Cross đến Cambridge rồi tìm chuyến xe buýt đặc biệt từ ga đến đây, khởi hành vào các giờ 08:45, 09:45, 11:15, 12:45, 13:45, 15:15, 16:30, 18:00 hoặc đi taxi tốn khoảng 15 bảng. Trước đó 24 giờ đồng hồ người vào thăm phải liên hệ bằng email hoặc điện thoại (01954-783-194) để lấy hẹn, đem theo hộ chiếu hoặc bằng lái cùng một giấy tờ chứng minh địa chỉ (utility bill). Giờ thăm thân được chia thành ba quãng thời gian, từ 09:30 đến 11:30, hay từ 14:00 đến 17:00, và từ 18:00 đến 21:00.
Trên nước Anh có 11 trung tâm giữ người như vậy. Ngoài Oakington như được mô tả còn có Tinsley House và̉ Brook House ở gần sân bay Gatwick, Harmondsworth và Colnbrook ở gần sân bay Heathrow, trung tâm Dover ở khu cảng biển với nước Pháp, hay các khu Dungavel, Lindholme, Yarl’s Wood, Haslar, và Campsfeld. Cơ quan UK Border Agency trực tiếp quản lý hai trung tâm ở Oxfordshire và Bedfordshir với tổng cộng 800 và 500 giường ngủ. Về nguyên tắc, việc giữ người trong các trung tâm này bất kể do chính Border Agency hay bên ngoài thực hiện, đều phải tuân thủ các qui định bao gồm đủ những gì có thể làm và không được làm đối với người bị giữ, từ kiểm tra an ninh cho đến dùng vũ lực, lẫn qui trình kiểm tra, thanh tra và an ninh. Trong chính sách của chính phủ Anh, các trung tâm giam giữ sẽ giúp tăng tốc quá trình trục xuất người nước ngoài, và có kế hoạch xây một trung tâm kiểu như vậy ở Nội Bài, Hà Nội.
